Romania moves toward minority government led by Social Democrats

Romanian president Nicușor Dan accelerated the formation of a minority cabinet headed by Luca Niculescu, with the Social Democrats controlling most ministries.

President Nicușor Dan urged a swift government formation, warning of early elections unless prime-minister-designate Luca Niculescu obtained parliamentary backing. The Social Democratic Party will dominate the cabinet with 11 ministers and the deputy prime-minister post, while the president is expected to name the remaining six ministers. The Liberal Party and the Democratic Union of Hungarians in Romania will back the minority government without taking cabinet seats, providing an estimated 279-300 votes, well above the 233 needed.

Their support is tied to a six-month non-no-confidence pledge and promises of fiscal consolidation, adherence to EU commitments, and economic stability. PSD leader Sorin Grindeanu outlined ten priority actions, ranging from budget assessments to pension indexing, and the cabinet’s performance will be reviewed after six months.

Why it matters

The new minority government will shape Romania's fiscal policy and EU relations during a critical economic period.
