Senate impeachment court hears AMLC testimony on billions of Duterte-linked bank transactions

The nine-hour hearing allowed AMLC Executive Director Ronel Buenaventura to detail numerous over-the-counter withdrawals, check encashments and large cash withdrawals by the vice president and Manases Carpio. The presiding senator, Chiz Escudero, ruled that foreign-currency accounts could be admitted as evidence, overruling an objection by Imee Marcos. Defense counsel Mark Vinluan argued that AMLC reports remain confidential, while prosecutors maintained the disclosures are lawful. The trial also touched on a potential Chinese money flow to a company linked to Carpio.

On the 33rd day of Vice President Sara Duterte’s impeachment proceedings, the Senate court heard AMLC Executive Director Ronel Buenaventura describe a series of bank activities amounting to billions of pesos that were flagged as covered and suspicious under the names of Duterte and her husband, Manases Carpio. Specific transactions included multiple over-the-counter withdrawals, a check encashment and a combined P41 million cash withdrawal by Carpio on a single day.

Senator-judge Chiz Escudero permitted the admission of foreign-currency account records, rejecting Imee Marcos’s objection, and clarified that AMLC confidentiality does not shield such evidence. Defense lawyer Mark Vinluan repeatedly stressed the confidentiality of AMLC reports, warning of possible legal consequences for unauthorized disclosure, while prosecutors argued the disclosures are within legal bounds. The testimony also revealed that Cale88 Foods Corporation, a firm tied to Carpio, received hundreds of millions of pesos from China and Hong Kong, prompting calls for further investigation into national-security implications.

How the sides frame it

MODERATE AGREEMENT

All camps report that prosecutors dropped the bribery charge, but left-leaning coverage stresses procedural timing, center coverage highlights limited-time justification and trial details, while right-leaning coverage frames the move as avoiding public and senatorial frustration and notes political dynamics.

LEFT

Withdrawal portrayed as a procedural step to keep the trial on schedule, with no implication about the charge's merit

CENTER

Drop presented as a time-constraint decision, accompanied by factual trial details such as the BIR letter and concerns over a Ukrainian firm

The left emphasises

  • withdrawal to meet the trial schedule
  • withdrawal unrelated to case strength
  • final forensic financial expert testimony on unexplained wealth
