UPN and PP Reach Preliminary Pact to Run Joint List in Upcoming General Election

The regionalist UPN and the national PP have agreed in principle to form a joint electoral coalition for the next Spanish general election.

UPN and the Partido Popular have reached a first-stage accord to contest the forthcoming Spanish general election together, according to consulted sources. The deal still requires approval from UPN's political council, which meets later this week, and the coalition will be called “Unión del Pueblo Navarro in coalition with the Partido Popular.” The alliance’s stated goal is to remove the incumbent government and back a potential investiture of Alberto Núñez Feijóo. Both parties committed to safeguarding Navarre’s fiscal autonomy, endorsing the “Convenio Económico,” and supporting constitutional changes such as the improvement of the regional charter.

They also agreed to promote key infrastructure investments, including the second phase of the Navarre canal, high-speed rail connections, the Pamplona airport, and reinforcement of the regional electricity grid. The partnership revives a historic alliance that broke in 2023 after internal splits, which had previously led to a divided right-wing vote and a victory for the PSN.

Why it matters

The pact could reshape the balance of power in Navarre and influence the national election outcome.
